Elderly and Ageing persons are among those who experience the greatest difficulties in their daily lives in human settlements. Many of them have no or very low incomes and, as a consequence, a low quality of life. 

Many human settlements are not designed or managed to meet the special needs of this group. They are excluded from the labour pool, the market place and the social networks because of their inability to traverse. Indeed, the problems of elderly people are persistent because they suffer multiple deprivations, which do not respond well to single issue policies.
